The Kick-Off meeting take place at H108 in UTBM Belfort and the duration of the meeting was three days from 22 February 2017 to 24 February 2017 (9.00 to 18.00).
The meeting is started with a welcome to the participants of the Inspire Project and to get to know each of the participant of this meeting.The participants in this meeting are:

The objective of the Kick-Off meeting is to specify all the tasks, the missions, all the documents, the equipment, to exchange ideas and to discover the department of energy in Belfort.
Presentation of each university:
University of Technology Belfort-Montbeliard (UTBM) is located in Belfort, Franche-Comté, France. It was established in 1999.
It contains:
40% of students are engaged in their internship company 26% get the first job outside France 31% start in a big company (> 5000 employees)
33 800 € average annual salary
It has different departments in computer science, electrical engineering, mechanical engineering and design, manufacturing Management and Engineering and Ergonomics, industrial design.
Universita Degli Studi Dell’AQUILA (UNIVAQ) is located in L’Aquilla in Italy. It was established 1952.
It offers biotechnologies programmes, sciences, economics, engineering, education, humanities, medicine, psychology, and sport sciences.
With 7 departments, the University of L’Aquila offers its over 18,000 enrolled students 65 degree courses (divided between first and second level degrees), 8 research doctorate programmes, specialisation schools, specializing-master courses and vocational courses. Many members of its distinguished faculty of about 600 professors and researchers have received international recognition and are considered leaders in their fields of research.

Otto-Von-Guericke-Universitaet Magdeburg (OVGU) is located in 39106 Magdeburg in Germany. It was founded in 1993.
It contains:

- 14000 students (2400 foreign students)
- 27 degree programs in medecine, Informatics and computer science, cultural engineering, Business engineering,
Platov South-Russian State Polytechnic University (NPI) is the first university of south Russia established in 1907.
It contains:
- 500 foreign students
- Teaching staff : 180 doctors of science
- 840 candidates of science
It has departments in Power Engineering, Electromechanical, Technological, Civil Engineering, Agro industrial, Mechanical Engineering, Innovation studies and industrial management, Information technologies and control, Geology, Mining, Oil and Gas Engineering.
The institutes that have grown and developed in this university are: Institute of fundamental engineering education, Military institute, Institute of physical training and sport, Institute of international education, and Institute of further education.
Volgograd State Technical University (VSTU) is located in Volgograd in Russia. It was established in 1930.
It contains:

- around 100 Bachelor and Master programs
- around 40 PhD programs
- Dormitories for the students and staff – 4 dormitories for 2040 residents. Canteen with 695 seats. Sports and health camp for 250 people

- 707 instructors in the university, including 110 professors and 318 associate professors
Partnership Agreement:
We have discuss the articles of partnership agreement and we will replace in the point 5.5 (Beneficiary not coordinator partner)
Add the partner’s Bank account and sign it to let the coordinator do the necessary and be able to reimburse the budget for partners.
Budget Procedure:
- Actual costs: budget headings Equipment and Subcontracting
- Unit Costs: budget headings Staff costs, Travel costs and Costs of stay
Staff costs =40% of the budget.
You can save money from equipment to use it in travel (10% doesn’t need proof).

The travel cost depends on the travel distance.
Ineligible cost (Grant Agreement):
- equipment such as: furniture, motor vehicles, alarm systems
- costs linked to the purchase of real estate
- activities not carried out in the project beneficiaries’ country (see Annex IV), unless prior authorization
- Exchange losses
- in kind contribution
- excessive or reckless expenditure
- deductible VAT
Documents Participants:
For each travel, the participants will fill the travel report and send it with boarding passing, stamping in the passports on exit and on entrance in other country.
For each staff, the staff partner will fill the staff report.
Second Day:
Equipments:
If the equipments are the same for Russia and China it will be the same purchase, if not it can be different purchases.
The list of equipments and their specifications will be sent it to the coordiantor before 20 March 2017.
The invoice and the tending procedure (How it works)
After that, the coordinator will contact the European Officer to validate the list and the transfer of money depends by the opinion of the Officer: (customers (-), Inventory (-), 3 agr?!! (-))

- Pay the company directly

Third Day:
Visit the Energy Department and the Laboratory of energy FCLab in UTBM
UTBM has four specialities in Energy department:
Production of Electrical Energy (PEE)
Electrical Energy Conversion and transport (RCEE)
Electronics and Embedded Systems (ESE)
Intelligent Buildings and Efficient Electricity (BIEE)
Training aims:
The Energy Department promotes a systemic vision and thus covers the entire energy chain:
- Design and engineering of energy systems
- Production and transmission of energy whether in the form of electricity,
- Hydrogen, of fossil or renewable origin
- The various uses of energy in housing, transport and industry
Engineering students will be able to approach, in real project leaders, energy in terms of innovation, market and services.
The key elements of this training, integrating technical, economic, regulatory, environmental and societal constraints will be:
- The control of production processes of storage technologies
- The management of the energy management of hybrid systems integrating technical constraints,
- Economic, regulatory, societal and environmental.
